17. The learned counsel for the applicant has also relied
heavily on the judgement of the Allahabad High Court in
Rajeev Mohan Vs. Union of India in CWP no.23672 of
2006 along with WP(C) No. 56072 of 2010 decided on
13.4.2012. Here the issue is the inter-se seniority of direct
recruits plus promotes on one hand and the transferees on
the other. The Allahabad High court framed the following
