21. An opportunity to be heard cannot be denied on the mere ground
that the Impugned Order "merely" directs for the suspension of the
petitioner. While there is no cavil with the position that an order directing
suspension, pending a departmental inquiry, is fundamentally non-
punitive;14 there is also no authority cited by the parties that a suspension
order need not, in all cases, adhere to the principles of natural justice. To
