Reliance has also been placed on Single Bench judgment of this
Court in Jagdish Rai v. State of Punjab and another 1994 PLJ
354 to submit that scheme prior to the 1983 Rules was applicable
as the writ petitioners had acquired a right under the said scheme
prior to enforcement of 1983 Rules.
