It is submitted that this question was considered
by a Division Bench of this court in Cochin Mazdoor Sangh v.
Bobby, 2006 (3) KLT 317, where this court has taken the view

that merely because there is an enabling provision [sub-section (3) of
Section 3 of the 1948 Act] enabling the Government to fix different
rates of wages for different localities does not mean that a minimum
wage notification must always fix different rate of wages for different
localities.
