12. Thus, the provision may be interpreted in a
manner that the list of documents itself is not enough to
prove the charge. Those documents must be proved and
exhibited through oral evidence. This provision i.e. Rule 17
(3) (ii) (b) of the CCA Rules, 2016, has to be read in terms of
judgments passed by the Hon'ble Supreme Court in the
case of Roop Singh Negi (supra) and Satyendra Singh
(supra). This clause cannot be read as if only placing the
documents is enough to prove the charge.
