12. The learned counsel for the petitioners has relied upon a decision rendered by a Division Bench of this Court in the case of Kotak Mahindra Bank Ltd. Vs. State of U.P.: 2016 SCC OnLine All 3854, wherein it has been held that the District Magistrate has no power to review an order passed under Section 14 oftheSARFAESI Act. He has submitted that the order dated 28.06.2025 which changes the date of possession notice in the earlier order dated 08.05.2025, has caused substantial effect on the rights and interests of the petitioners and, therefore, it amounts to a review of the order.
