27. It, therefore, cannot be treated as irrational or arbitrary
provision, which would render it violative of Article 14 of the
Constitution. Following observations of the Supreme Court in
case of State of A.P. Vs. Nallmillin Rami Reddi [AIR 2001
SC 3616] would justify the permissibility of the aforesaid
classification:
