In Madhya Pradesh Public Service Commission
(Supra), the Apex Court has held that process of shortlisting
is a part of process of selection and that the Public Service
Commission is entitled to evolve any rational and reasonable
basis on which list of the applicants can be shortlisted. In that
case eligibility criteria was five years of experience but the
Public Service Commission had shortlisted the candidates by
applying the criteria of 7 ½ years. Such action of the Public
Service Commission is upheld by the Apex Court.
