18. The Hon‟ble Supreme Court in the case of Federation of
Indian Mineral Industries and Ors., vs. Union of India and Ors., had in
paragraph 28 , held that the provisions of Section 15 of the 1957 Act
do not empower State Governments to frame rules with retrospective
