In the case of
A.P. Public Service Commission (supra), the Hon'ble Court observed that the
process of selection begins with the issuance of advertisement and ends with the
preparation of select list for appointment. It consists of various steps like inviting
applications, scrutiny of applications, rejection of defective applications or
elimination of ineligible candidates, conducting examinations, calling for interview
or viva voce and preparation of list of successful candidates for appointment. Thus,
in the present case, selection process began on 26 September, 2016. By that time, the
2016 recruitment rules had come into force. Hence, I have no doubt in my mind that
the 2016 Recruitment Rules would also apply to the petitioners although they might
have successfully cleared TET 2014. Hence, I am unable to accept the submission
made on behalf of the petitioners that the rules of the game were changed after the
game started or concluded.
