At the outset, the learned senior counsel for the appellant
i.e. B.N. Mandal University, Madhepura, Shri P.N. Shahi has

of this Court in LPA No. 218 of 2016 (The State of Bihar &
Others vs. Ram Pravesh Rai & Others), arising out of order
Patna High Court L.P.A No.1916 of 2015(6) dt.07-04-2022
