9. Accordingly, in light of the above discussion and
in line with the judgments rendered in the cases of
Rajesh Kumar Verma (supra), Yogendra Prasad (supra),
Surendra Choudhary (supra), and Ashok Kumar (supra),
these writ petitions deserve to be allowed.
