In the District Collector's case a
circular was issued under the Commodities Act
purporting to impose restriction on movement of edible
oil and oil seeds and to impose compulsory levy for
supply of oil to State Government at a fixed price. The
Supreme Court held that there was no power to
impose levies and what could not be done directly
could not be done indirectly by using the regulatory
powers given to that Authority."
