Dr.Biju Poulose Supra, the Division Bench of this
Court has examined the fact that the draft dated
13.06.2003 was made available to the public only on
3.7.2003 and another notification dated 03.07.2003
was made available only on 24.07.2003 without
giving 15 days time for filing of the objections the
final notifications were published on 3.7.2003
thereby not giving any time to the public to file their
objections.
