7.6 It has been submitted that the Hon'ble Supreme Court in the
cases of Narender Chadha Vs. Union of India (supra) and Karan
Singh Vs. Union of India have issued guidelines that in a situation
where there are review DPCs and apprehension of reversions of
any employees who have held promotions for longer years, they
may not be reverted and if such a case arises then supernumerary
post for such employees be created to accommodate them and
further promotions also be continued.
