6. Admittedly, consumer jurisdiction is a one
way street, if we may use that expression, and is meant only for consumers and
not for others. This complaint appears
to be by a Business vs. Business complaint though the Government may say
that they are not conducting any business by supplying electricity to bulk
consumers. That is another matter. There can be no dispute that the complainant
is a person as defined under 2(1)(m) of the C.P. Act.
