14. In the facts of the case, the need pleaded by the petitioner
includes renovation of the temple along with all other purposes set
out in the application. For adjudication as to whether the temple
needs renovation, the Charity Commissioner must appoint a
Competent Officer along with an expert in the field such as an
architect or structural engineer to visit the temple site and submit

such report and other factors referred to above, the Charity
