MPD 2021 is statutory in character and the provisions of MPD 2021
have statutory force. Therefore the provisions mentioned in the MPD
2021 are to be complied in its full letter, spirit and intent. Respondent
has a bounden duty to uphold the provision of MPD 2021 and cannot
act in contrary to what is laid in MPD 2021.
