In State of Haryana & Ors. Vs. Bhajan Lal & Ors., (1992) Supp (1) SCC 335, this Court held that it may not be possible to lay down any precise, clearly defined and inflexible guidelines or rigid formulae and to specify an exhaustive list of the cases, where such power should be exercised.
