In Ishwar Chand Jain v. High Court of Punjab & Haryana it was, inter alia, observed that the High Court while exercising its power of control over the subordinate judiciary is under a constitutional obligation to guide and protect judicial officers. It was further observed that an honest and strict judicial officer is likely to have adversaries in the moffussil Courts; if trifling complaints relating to judicial orders which may have been upheld by the High Court on the judicial side are entertained, no judicial officer would feel protected; and it would be difficult for him to discharge his duties honestly and independently. It is, therefore, imperative for the High Court to protect its honest judicial officers by ignoring ill conceived or motivated complaints made by the unscrupulous lawyers and litigants.
