Apex Court in Shri Durgacharan Misra v. State of Orissa (1987 (2) U.J.S.C. 657) held that Public Service Commission which has been constituted under the Rules must therefore faithfully follow the Rules and it must select candidates in accordance with the Rules and cannot prescribe additional requirements for selection either as to the eligibility or as to suitability.
