our view the Complainants applications were rejected arbitrarily and without
application of mind and the reasons given cannot be accepted at all on facts of
the case. It is stated by the Apex Court
in Ghaziabad Development Authority v/s Balbir Singh (2004) (5)(SCC 65) that:
