13. Since there is no dispute as far as the question of
law is concerned, in view of the ratio laid down by this Court in
Katra Prakhand Matashayajivi Sahyog Samiti Ltd. (supra), the
order impugned dated 21.02.2015/28.02.2015 passed by the Joint
Registrar in a dispute directly filed in his court without being referred
by the Registrar under Section 48(2) of the Act cannot be sustained.
