8. That apart, relying upon the directions issued by the Hon'ble
Supreme Court in the matter of 'Jagpal Singh & Ors. Vs. State of
Punjab & Ors.' (2011) 11 SCC 396, the State Government has
issued a circular dated 25.4.11 putting restriction on allotment of
pasture land for any other purpose.
