7. Moreover, medical reimbursement is a right guaranteed
as a right to life. The Supreme Court in the case of State of
Punjab vs. Ram Lubhaya Bagga, reported in (1998) 4 SCC
117, has held as under:

9. As rightly stated by Mr.Jani, learned advocate for the
petitioner that the issue germane to this matter is squarely
covered by the decision of the Coordinate Bench of this Court,
which is confirmed by the Division Bench. It would be
appropriate to refer to a few passages of the said decision in
the case of Ushaben Dayashankar Shukla (supra), which
