17. Mr. Sanjeev Bhushan, learned Senior Advocate, while
placing reliance upon judgment of the Hon'ble Apex Court in Food
Corporation of India v. Parashotam Das Bansal, (2008) 5 SCC
100, vehemently argued that so far as introduction of grant of
selection grade is concerned, the same does not provide for a
promotional scheme. It is available to a limited number of
employees. The Hon'ble Apex Court has held as under:
