14. The respondents' justification for denying revision of option
on the ground of possible financial implications or multiplicity of
similar claims cannot override an individual's legal right.
Administrative convenience cannot be permitted to defeat the
principles of fairness, equity, and justice. This Tribunal, in P. K.
Ghosh Vs. Union of India (supra), has categorically held that
the plea of ―opening a Pandora's box‖ is no excuse for denying
legitimate claims under the law.
