10. The learned Additional Government Advocate relied
upon the directions issued by the Apex Court in the case of
SAMAJ PARIVARTANA SAMUDAYA (supra). He submitted
that by demanding the penalty, the respondents have
implemented the directions issued by the Apex Court and
therefore, no interference is called for. However, he submitted
that as the entire amount has been paid, the petitioner can be
supplied necessary documents on the basis of which hearing
can be given to the petitioner.
