In Lucknow Development Authority v. M.K. Gupta, AIR 1994 SC 787, the Supreme Court observed that the provisions of the Act have to be construed in favour of the consumer to achieve the purpose of the enactment as it is a social benefit oriented legislation.

66. The decision in M.C. Mehta's case (supra) related to a concern working for private profit. However, in my opinion the same principle will also apply to public corporations which may be social utility undertakings not working for private profit.
