5. The learned counsel for the respondent would
also rely on the decision of the Hon'ble Supreme Court
in the case of State Government Pensioners'
Association and others Vs. State of Andhra Pradesh
(AIR 1986 SC 1907). In that view, it is contended that
when the Notification can only be prospective, the claim
of the petitioner cannot be accepted.
