"20. For all these reasons the OAs are liable to be dismissed
in reference to excess promotions on the ground that the
reliefs sought for by the applicats as such is too vague and
general and cannot be granted and that the said issue is
covered by the Constitution Bench decision in Nagaraj Vs.
Union of India (supra)"
