30. The submission of the learned counsel for the petitioner that
the Apex Court in the case of Shanti Sports Club (supra) has
clearly held by laying down the law that until the final order is
issued, the noting in file is of no relevance and cannot be treated
as an effective order, this court finds that the Apex Court was
dealing with a case in respect of land acquisition matter and there
the issue raised was with respect to non-communication of
rejection of representation of certain persons who were aggrieved
by the scheme.
