information under the RTI Act must show satisfactory reasons as to why
information cannot be disclosed and clearly state the exemption provided under
the RTI Act. Such reasons must be relevant. The opinion of the PIO must be
reasonable and must be based on some material and cannot be a mere
apprehension not supported by any evidence. General statements are not enough.
