This Court in Strawboard
Manufacturing Co. (supra) held that the State
Government did not have authority to extend the
time as the adjudicator became functus officio on
the expiry of the time fixed in the original order of
reference and, therefore, the award passed was
without jurisdiction and a nullity. It was observed
in the said judgement that Section 21 of the UP
General Clauses Act cannot have retrospective
operation.''
