Accordingly, without expressing any opinion on the merits

of SLP (C) No. 23990/2009 etc.
of the case, we set aside the order and remit the case back to
the High Court for fresh decision on merits, in the light of
the law laid down by this Court in “Jindal Stainless Ltd. And
Anr. V. State of Haryana and Ors.” [2016 (11) SCALE 1].
The interim order passed in these proceedings shall
continue till 15th September, 2017. It would be open to the
appellant to make a prayer before the High Court for grant of
an order seeking extension and if such a prayer is made, that
prayer shall be decided by the High Court on its own merits and
in accordance with law.
