In view of the judgments referred to above, the present writ petitions

Faced with such situation, the learned counsel for the
petitioners argued that non rotation of the wards is not a ground to
challenge the election by way of election petition after the election is
complete. Therefore, such rotation of wards can be challenged by the
petitioners at this stage before the elections are held. It is also argued that
