This petition impugns a decision of the first respondent denying benefits of grant in aid to the Junior High Schools maintained by the Committee of Management. This Court while dealing with the subsequent policies as framed by the State of U.P. and governing the issue of grant in aid to Junior High Schools and High Schools covered both under the U.P. Basic Education Act as well as Intermediate Education Act and in the case of Jai Ram Singh and others Vs. State and others1 made the following observations:-
