16) Even if the aspect of delay is to be momentarily ignored,
and merits of the case are looked into, it is seen that the Hon'ble
Minister has clearly erred in directing an enquiry under Section
59 of the MLRC while entertaining a Revision relating to
certification of Mutation Entry. The case does not involve sale of
land in breach of tenure conditions. The position of non-
requirement of Collector's permission for sale of re-granted
Watan land converted to 'old tenure' appears to be no longer res
