"25. It is settled by a series of decisions of
this Court starting from Shrilekha Vidyarthi
v. State of U.P, (1991)1 SCC 212 that even in
the domain of contractual matters, the High
Court can entertain a writ petition on the
ground of violation of Article 14 of the
Constitution when the impugned act of the
State or its instrumentality is arbitrary,
unfair or unreasonable or in breach of
obligations under public law.
