21. The second limb of the argument was that the Estate
Officer failed to consider the mandate in Utran Se Besthan Railway
Jhopadpatti Vikas Mandal (supra) and erred in directing the
Petitioners to vacate the premises. The learned Advocate took us
through the said judgment and, on the basis of the mandate, urged
that the impugned order be set aside.
