10. Counsel for the petitioner in support of his contention that without assigning any reason, such harsh punishment could not have been imposed has placed reliance on a decision S.N. Mukherjee v. Union of India and Ors. In this decision the confirmation of the finding and sentence recorded by the Court Martial as well as the order passed by the Central Government dismissing the post confirmation petition was under challenge. The question which was raised whether there is any general principle of law which requires any administrative authority to record the reason for its decision.
