5. Resultantly, there will be a direction to the 4th respondent to
consider and dispose of Ext.P11 in the light of the observations made by this
Court in Chathu Achan (supra) and Gopinatha Menon (supra), with notice to
the petitioner and other affected parties, and take appropriate decision
expeditiously, in any event, within a period of 6 weeks from the date of
production of a copy of this judgment.
