In this connexion, we may observe that a similar contention raised before the Supreme Court in Edward Mills Company, Ltd. v. State of Ajmer [1954 - II L.L.J. 686] was negatived on the ground that the committee appointed under S. 5 of the Act was only an advisory body and the Government were not bound to accept any of its recommendations, and consequently procedural irregularities could not vitiate the final report which fixed the minimum wages.
