34. The order under Section 144 of the Criminal Procedure Code is a
preventive action rather than punitive. As observed by the Supreme Court in
State of M.P. v. Kedia Leather & Liquor Ltd. [2003(7) SCC 389], the proceedings
under Section 144 of the Criminal Procedure Code is more in the nature of a
civil proceeding than a criminal proceeding.
