Mr. Dayan Krishnan, the learned Additional Standing Counsel for the Respondents fairly concedes that this Court has ample power to order for CBI investigation, but it can be done only in exceptional cases where the Court finds that the State police including its specialized agencies would be unable to carry out fair and impartial investigation.
