His appointment to the post in question, whether it is called 'deputation' or 'promotion', would therefore defeat the purpose that the recruitment rule seeks to achieve. Moreover the term 'deputation' itself connotes that 'an officer from outside is appointed for limited period by the end of which he will have to revert to his parent cadre. Under deputation or absorption, suitable officers having the requisite qualification and experience working in other Central Government, department or State Government are considered for appointment'.
