24. The last argument raised by counsel for the tenant that the
application was not filed just after the retirement of the husband
of the landlady is also not acceptable in view of the judgment
passed by the Punjab & Haryana High Court in the matter of
Vinod Kumar (supra) and in my considered view the delay is not
fatal in such matters.
