laid down by Delhi High Court in Dr. B.L. Wadhera's case, the defendant no. 2

was required to obtain sanctioned plan before raising any construction and in
absence of any sanctioned site plan, raising of construction on ground and first
floor has to be treated as unauthorized and illegal.
