Inspector of Police, (2006) 7 SCC 296, this Court while dealing
with the relevant provision, including Section 386 of Cr.P.C. held
that the suo moto power under Section 386 of Cr.P.C. should be
exercised sparingly and only after applying its mind to the
material on record so as to be satisfied about the existence of a
strong prima facie case against such persons and also whether any
useful purpose is served by issuing such directions, particularly
after a long lapse of time.
