Hardship or inconvenience cannot alter the meaning of the
language employed by the legislature if such meaning is clear on
the face of the penal statute. (B. Premanand v. Mohan Koikal ;
CIT (Ag) v. Keshab Chandra Mandal ). While interpreting a
penal statute, considerations of inconvenience and hardship
should be avoided. When the language is clear and explicit, and
the words used are plain and unambiguous, the Court is bound to
construe them in their ordinary sense.
